Can the buyer refuse to pay because it has not been paid?
Only if your contract says so. A pay-when-paid clause changes the timing of the debt, and its wording matters. Without such a clause, the buyer's own receivables are no defence for goods you delivered and it kept.
What helps a supplier claim?
Quotation, order, delivery note signed on site, and installation or acceptance records. If the buyer used the goods on a project, say so in the claim. Chase in writing so there is a record of the amount and the due date.
Should I stop supplying?
Check your contract on suspension and credit terms before you stop. Suspending without notice may breach your own obligations. See also construction payment disputes where subcontract chains are involved.
